2023 Mill & Overlay Program Streets & Schedule

Resident Access & Road Closures

Although work may not be done on your particular street until later in the day, you are strongly encouraged to make sure that your automobiles are moved out of your driveways and off your street before 7:00 AM.

During the milling process (whereby the existing blacktop is removed from the street), you will be able to move your vehicle in and out of your driveway with relatively short notice, except for when the milling equipment is working directly in front of your property (there will be a wait time of up to 30-minutes).

However, during the paving process and after an area is paved, adequate time (usually a few hours) must be allowed for the new blacktop to be properly compacted and cooled before traffic can drive on it. This will prevent damage to both the new street surface, your driveway, and to your car’s finish and tires. We also encourage you not to make sharp turns into and out of your driveway for a few days after paving to prevent the appearance of tire marks on your new roadway.

If there are unusual circumstances that warrant special consideration for driveway access, please contact the Upper Dublin Township Public Works Department as soon as possible.

About Mill & Overlay Resurfacing Program 

The Mill & Overlay Resurfacing Program is a process by which old existing blacktop is completely removed (milling) and a new blacktop surface is laid on top (overlay). This process is only repeated once every 20 to 30 years with light maintenance treatments in between. Maintenance consists of a thin surface treatment which is applied every 7 to 10 years to prevent road deterioration.

A bid-awarded contractor and the Township's Public Works Department forces will be completing work for the respectively listed streets in the table above. The contractor and the Township will do everything they can to reduce inconvenience to our residents during this paving project and ask for your patience and cooperation.

2023 Contractor: Asphalt Maintenance Systems, LLC

Work Hours: Any schedule posted is dependent on weather and equipment breakdowns. Work will be conducted between the hours of 7:00 AM - 5:00 PM. Temporary “No Parking” signs (valid between work hours) will be posted by our Highway Department at least one (1) day in advance of the actual work being done.

Resident Notification: A letter will be mailed explaining this paving process and providing approximate dates for the work to be completed on each street.

2023 Nova Chip Program Streets & Schedule

Resident Access & Road Closures

Streets will be posted with “No Parking” signs to notify residents prior to milling or paving. The Nova Chip application process requires closure of at least one traffic lane at a time, so through traffic will be delayed or prohibited as needed. Local traffic and emergency vehicles will be accommodated as possible, but delays could occur during the application. 

Township staff asks residents to refrain from on-street parking and minimize driveway traffic during this time so crews can work quickly and efficiently. Township inspectors will be on-site monitoring all work.

About Nova Chip

Nova Chip is an ultra-thin friction course which will seal your street as well as provide a new road surface. The process consists of an ultra-thin application of a gap-graded Hot Mix wearing course placed over a heavy application of polymer modified emulsion by a specialized machine in a single pass. The product is excellent for use on high traffic areas due to its ability to be quickly re-opened to traffic. This system has a proven life of 10 – 15 years, under all types of conditions, making this material an important tool for preserving roads and highways.

2023 Contractor: Asphalt Paving Systems (APS)

Work Hours: Any schedule posted is dependent on weather and equipment breakdowns. Work will be conducted between the hours of 7:00 AM - 5:00 PM. Temporary “No Parking” signs will be posted by our Highway Department at least three (3) days before the actual work starts.

Resident Notification: A letter will be mailed explaining this paving process and providing approximate dates for the work to be completed on each street.  The contractor will place door hangers on your home two (2) days prior to the paving being done on your street.

2023 Ralumac Program Streets & Schedule

Resident Access & Road Closures

Although work may not be done on your particular street until later in the day, you are strongly encouraged to make sure that your automobiles are moved out of your driveways and off your street before 7:00 AM. 

If you need to get into or out of your driveway during the time that work is in progress, particularly when work is being done directly in front of your house, there may be a wait time of a few hours so that the material has time to properly cure.

The contractor and the Township will do everything we can to reduce the inconvenience to our residents during this paving project and we ask for your patience and cooperation.

If there are unusual circumstances that warrant special consideration for driveway access, please contact the Upper Dublin Township Public Works Department as soon as possible.

About Ralumac Program

Ralumac® micro-surfacing is a cost-effective preventive maintenance technique for renewing surfaces and protecting pavements. A quick, economical surface treatment for asphalt and PCC, micro-surfacing provides a smooth, black, highly textured and durable pavement surface that can last from 6 to 9 years (depending on application and project conditions).

Townships use micro-surfacing as part of their preventive maintenance programs, for rut filling, and for texturing their moderate to heavy volume roads--over both asphalt and concrete pavements.

Ralumac is applied by contractors using self-contained mixing and laying equipment. The equipment continuously blends the separately loaded components in a job mix formula. It can be applied in a thin lift, it sets quickly, and the road can be reopened to traffic in about an hour.

When applying the Ralumac to the road surfaces, the contractor must overlap his paving passes to get full coverage. Depending on the width of the street, two or three passes may be required. This process causes ridges to appear at overlaps and will leave a gritty appearance immediately following application, which is perfectly normal. In a relatively short period of time, traffic will wear down any irregularities in the paving surface leaving it smooth and virtually impervious.
